Walter is a senior staff attorney in the Boulder office of the Native American Rights Fund. A lawyer, tribal judge, scholar and activist, his legal experience includes cases involving Native American religious freedom, prisoner rights, water rights, treaty rights, and reburial/repatriation rights. He is admitted to practice law before the United States Supreme Court, Colorado Supreme Court, U.S. Courts of Appeals for the Eighth, Ninth, and Tenth Circuits, and a host of federal District Courts. Walter is a member of the Pawnee Nation, belonging to the Kitkahaki Band, born on the Pawnee reservation in Oklahoma. He received a political science degree from Oklahoma State University (1970) and law degree from the University of New Mexico (1973).
