Introduction.
One of the crucial problems that world facing is energy use and energy efficiency is the main solution for this issue. As Juodis (2009) mentioned, term energy efficiency has two meaning, namely minimal consumption of energy and cost-effective energy use which is smallest amount of energy consumption to keep convenient hygiene conditions in a building. Energy efficient construction should be compulsory in Kazakhstan. Such a change would significantly reduce the energy consumption of the country and lead to decrease in consumer expenditure. In addition to economic benefits during the period of ever-increasing prices, energy efficient construction is environmentally-friendly as it does not emit harmful carbon dioxide into the atmosphere.

One of the most common drawbacks of the energy efficient construction is the high cost of enforcing. Although the additional costs are required to build and plan such buildings, they are balanced out by saving on energy expenditure; while, it is still extra money provided to build; thus, additional cost is valid criticism. In addition to this, building materials are not always available. The most noticeable negative feature of energy efficient construction is the environmental concern. Although it is environmentally friendly which produces less carbon emissions, it has slight unfavorable effects on the human health. Due to the high insulation of houses which is the consequences less ventilation and filtration of air, where chemicals have no where to go, it collects inside the house; therefore, it consequently may result on various disease (Campaign for the accountability of American bases, 2014). According to the EPA (2011), indoor air is approximately three to seven times polluted than outdoor air. High insulation of houses may result in a various diseases. Perhaps, people spend 90 percent of their time indoors, and approximately 60 percent of time at home; a mother with infant spend more time as well (EPA, 2011). It is believed that investment of energy efficient buildings provides rapid and much cheaper results rather than increasing alternative energy supply (UN, 2009). If more companies built solar panels then the price of solar panels would go down making them more affordable. Once that happens, more houses would have solar power which would greatly cut down on the production of greenhouse gasses in the atmosphere. Another way to be more Earth friendly is to use cars that are battery powered and not gas powered.
