The 16th amendment instituted Congress's right to inflict a Federal income tax. During the Civil War, to help pay war expenses, Congress passed the Revenue Act of 1861, the first U.S. Federal income tax. This act included a tax on personal incomes. After ten years, the act was repealed, leading Congress to eventually enact a Flat Rate Federal Income Tax in 1894. This new tax stated that anyone who made more than $800 would be charged with a 3% tax and then finally a 3-5% on income that exceeds $600. The following year, this tax was deemed unconstitutional due to the fact that the tax was direct, not at all connected to the population of each state. The 16th amendment was the result of the U.S. Supreme Court’s decision to declare the flat rate Federal income tax unconstitutional.

In 1791 Hamilton convinced Congress to approve taxes on distilled spirits and carriages. Hamilton 's principal reason for the tax was that he wanted to pay down the national debt, but he justified the tax "more as a measure of social discipline than as a source of revenue." But most importantly, Hamilton "wanted the tax imposed to advance and secure the power of the new federal government." Congress designed the tax so smaller distillers would pay by the gallon, while larger distillers (who could produce in volume) could take advantage of a flat fee. The tax may have been effective had people not been intensely aggressive in their protests. These “whiskey rebels” sparked a protest that refused to let the law stand as is. The 26th amendment states “The right of citizens of the United States, who are eighteen years of age or older, to vote shall not be denied or abridged by the United States or by any State on account of age.” My opinion on the 26 amendment is that the voting age should be lowered to 16 instead of 18. I also believe the 2nd amendment should be change which also expresses “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.” Changing the 26th amendment could gradually increase society being safer. I feel the 26th amendment should be change because people of teenage years seem to know just as much about politics as much as older people.
Hamilton introduced the first exercise of taxes to be placed on the manufacture, sale or consumption of certain commodities. The so called whiskey tax was taxes that had to be paid on the grain as it was delivered to the distillery. Thus not going over very well with farmers, in the summer of 1794 in Western Pennsylvania they marched in protest of the tax. The Federal Government used the Whiskey Rebellion as an example to prove that they could keep law and order. Washington and his troops set out to Pittsburg to deal with the rebellion.

The colonists wanted representation when it came down to being taxed, but the British government would not allow it. The government wanted full control over the people, so they made sets of acts and laws that were placed on taxation. For example, the Stamp Acts of 1765. These acts taxed all papers, pamphlets, newspapers, and cards. The Townshend Acts of 1767 were also a large part of taxation.
Rebecca, when the English colonists continue to push deeper into the Ohio Valley. The taxes were issues that the colonists did not want to give a fair chance. The colonist was becoming angry because of the demands of Britain. Rebecca we face similar conditions in our country and seem like things are not getting better. Taxes are getting higher and seem like some states have better opportunities than other states.
The graduated income tax was introduced by the populists. The graduated income tax made it so the more money one made the more taxes they had to pay. The populists also brought the direct elections of senators. Before this was introduced each state's legislatures would choose the senators. Another policy adopted from the populists was the Australian ballot or secret ballot.
Although taxes are one of the obstacles in the process of the creation of wealth, they are still essential in the continuity of the government and the economy therefore are necessary for people to understand and follow. The current tax system in the United States is based upon the Revenue Act of 1913, also known as the Tariff Act, which re-imposed the implementation of the federal income tax after the ratification of the sixteenth amendment. The Revenue Act of 1913 significantly reduced the average tariff on imported goods from 40% to 25% in the hopes of an increase in competitive prices as well as efficiency.
