Evolution of Policing
Introduction
Canada’s first police force was named the North-West Mounted Police [NWMP] and it was adopted from the London Metropolitan Police service. Sir Robert Peel was the founder of modern day policing in London and he created nine policing principles that are still used today. Peel mentioned something smart that applies to the community policing model they are using today “the Police are the public and the public are the police” (Peel, n.d.). Preventing, protecting, and serving are what the police are employed to do, but without the communities help it would be impossible. It was Prime Minster Sir John A. At the same time, police responding to calls provides immediate help to victims and potentially arresting suspects. Random motorized patrols creates visibility to the public by the police being in the area. Therefore, preventing crime because criminals are more likely to get caught and fear the repercussions. Police response time will increase as well, weeing how the police are already out on patrols. Criticize could arise from random motorized patrols by saying that there’s only a small chance that officers will come across an incident in progress. Furthermore, wasting tax payers dollars on pointless fuel and efforts and time from officers. Not to mention when police are just patrolling areas and responding to calls they lose connections with the community. Officers could be then fear by the community because they are only seen arresting and laying charges.

If people become fearful of the Police it will decrease the likelihood of them wanting to work together. Causing crimes not to be reported and resulting in crime to be less likely to be detected, leading to a spike in crime rate. The need for the community and police to work together is a mutual benefits both parties.
Community based policing doesn’t necessarily mean that the Police necessarily have to answer to the public, but rather work with the public in order to make a better service. Most agency’s work on a hierarchy system, and everyone is held accountable for their actions by higher authorities. Higher authorities are often lead by the people and the reporting rates in crime. Officers have to answer to someone who is ranked higher in power and complaints are taken seriously.
It is important to have a balance between being friendly with the public and enforcing the law. With today system officers are seen making random patrols either in their patrol cars or on foot. It is necessary for the public to have a certain fear of the justice system, but if people don’t commit criminal offences then they should have no reason to be fearful of the

Policing has been around a long time, ever since the 19th century to be more specific. In that span of time between the 19th century and today, policing has gone through many changes, to lead us to the state of policing we are in today, which is now a complete 180 from how it used to be. Way back when the first settlers came to America, communities actually policed themselves. They believed that this was the most effective way to uphold the law, or whatever they called it back then. They had many ways to keep people in line such as public disapproval, shunning, and even public humiliation.
Plain and simply put, if the community can’t trust law enforcement, then when law enforcement does something that looks even remotely out of line, the community’s perspective of them will get worse. Another thing I learned, was that many people hate all law enforcement because they had one bad encounter with an officer. From an educated perspective it seems unfair and even laughable that this would be the case, but the proof was real. One bad encounter with law enforcement and that person can correlate it to every law enforcement officer they ever encounter again. The strongest answer I found to the negative association with police officers was media manipulation for ratings.
Political Era of policing was estimated at around the years 1800- 1900s.
The police force we all know has one main focus, to protect people and the property in which they stand. Patrolling the areas in which they are assigned to, they make sure civilians follow the law and they handle any breakage of the law as well. Our police force is supposed to make us feel safe wherever we are. They have undoubtedly done a great job in doing so. However, over the past couple of years, the police force has taken a toll for the worse.
Officer training and supervision are highlighted in a report created by a working group of mayors and police chiefs from the United States Conference of Mayors under improving police department procedures. This paper includes a set of ideas for bettering community policing. According to the paper, "training should encompass more than policing methods" (U.S. Conference of Mayors, 2015). The paper emphasizes the significance of police personnel knowing their position in society and emphasizing community participation. "Training must focus on reducing unjustified use of force, and officers should be given alternatives to the use of deadly firearms" (U.S. Conference of Mayors, 2015).
The development of policing in the United States followed the policing model in England and developed over decades. It was not until the 1880s that the United States established municipal police forces that were present in all major U.S. cities. These municipal police forces were similar in that they had public support, officers were employed and not volunteers, the departments had established protocols and rules, and the departments were accountable to the government (Lundman 1980). Policing is said to have gone through various stages the last few decades. Hooper (2014) points out that policing in the United States has evolved through three eras: The Political Era that had close ties to politics, the Reform Era that was developed because of the deficiencies of the Political Era and then the Community Era, that focused on Community Policing.
Officers abuse their power and most of the time get away with it which is not right, they are figures that the public trust to enforce the laws and keep them
Community oriented policing is not perfect therefore, patience is required. Often communities which have recently experienced police/race issues as well as high crime in the past takes time to build trust on both sides. As mentioned earlier, police aggressiveness can be a major hurdle in bridging the gap. Some members of the community may have had bad experiences in their past, either warranted or not, and therefore will never trust police officers. Others can be saved through social outreach programs.
The topic for this research proposal project is on community policing, and the factors that are involved in determining if relationships between law enforcement and citizens in these neighborhoods are strained. In order to be successful, community policing must be built on trust, as both civilians and law enforcement must work hand in hand to protect their communities. If there is a lack of trust, then these programs becomes broken, and can therefore lead to other violence and criminal acts. This research proposal project will focus on minority based communities and citizens, where the majority of the citizens are either African American or Hispanic.
From a time immorial the police have been a very intrigal part of the our social life. Be it the gupta period or the shivajian era, or the dark times of the east india company. Police has been omni present in the social order. One can not overlook the importance of police in the peaceful wellbeing of the state. But with the change in the attitude of the state towords its citizens the roll of police has also changed.
