Head Start is a national comprehensive child developmental service program geared towards the nation’s pre-school aged children who are low-income (W. The Head Start program promotes school readiness by the provision of educational, health, socio-emotional development, nutrition, mental health, physical and other services (W. Historically social workers have been known for getting resources and service to a number of client systems. Social workers understand the importance the environment can have on a client. Social workers know the basic needs of everyone in reference to Maslow 's Hierarchy of Needs. We understand that everyone needs food, shelter, clothing, education, employment, and transportation. When social workers are dealing with impoverished client systems they quickly and efficiently get clients to resources that can meet their immediate needs. The historical function of social workers within the Head Start agency was to be responsible for enrollment, application processing, and documentation. Social workers have also been responsible for getting resources to children and their families. The social worker uses referrals to get children mental health, dental, physical health services. The main role of a Head Start social worker is to be a case manager. The Universal Pre-K Initiative is a movement to allow access to preschool programs for all eligible children in any state regardless of their social economic status, abilities and any other reason. Universal Pre-K started back in 1834 in France and grew throughout other European countries. The movement started gaining momentum in the United States as societies’ view shifted from seeing children’s development as a responsibility of parents to a responsibility of society and parents. Head Start is a nonprofit organization that is federal funded program for low income families. Head Start provides equal learning opportunities for children with disabilities. A child with disabilities were not allowed to attend Head Start because the teachers and the classroom were not set up to meet their needs.

The primary mission of social workers is to meet the fundamental needs of every person, especially the ones with special needs such as those who are oppressed, vulnerable and the people living in poverty. According to the State of America’s Children in the United States and Alabama 2017 Factsheets, 18 percent of the U.S.’s children were poor in 2016, and 25 percent of Alabama’s children were poor in 2016.
