The first ever recorded arrest for cannabis possession was in Denver, Colorado in 1937. Colorado being one of the states that has now legalized cannabis has seen extreme improvement in crime. Hearst was big in the media so he launched a marijuana prohibition movement and later got marijuana banned in Congress.
