1. One influence that is situational when being arrested lawfully is using holds and tying methods to prevent running, only if both lives are in danger. However, policies do not give instructions on how to use force but, leave judgement up to officers in certain cases how to use it. The judgement calls are now based on training techniques offered through the academy 's renewal programs for guns, emergency and off duty standards. In some cases, the policy and procedures cannot be adhered to in certain areas. A order must be followed to allow excessive force to being an end. A warning must be given until in handcuffs to hold down to spray, hit or use dogs to prevent further Injury to officers or suspect. Further training can have used to teach officers how not to be attacked or become the victim. Another situational influence is suicide by cop is where suspect volunteers to be shot by an officer. This influence can get attention from media that leads to a death televised but leave an officer devastated because of choice or their own suicide. Personal issue like ethnicity and emotional state of mind can hinder or use force because of complaints inside or outside authority confines. 2. I believe that personal and organizational influence because police officers could be tired physically or personally use force toward someone they don 't like. The way the person is raised during his childhood and the culture they are brought up in. In some situations, officers may end up violating constitutional rights of suspects dealing with search and seizures. Police officers are trusted in their ability to use their discretion to react appropriately to various situations. Discretion levels have changed throughout time and policies have been revised and implemented to set some controls on officers’ discretion power vs. policies.
Officer and PerpetratorFactors Another important consideration is the officer himself as compared to the subject in question. I have a complaint, and wish a legal ruling prior to allowing a Correctional Officer to become involved in a legal battle or worse yet, injured: Currently, the Department of Corrections has the authority and directives for Officers to use force within the building or confines of their building. In some instances, where perimeter patrols are on duty, use of force directives apply. There are strict directives for Certified Officers to use force. When certified as a PTO and off institutional grounds these directives again apply. Moreover, these directives apply directly to those inmates who are property remand into the custody of the State.
One common opinion is that officers should not use more force than is necessary or reasonable, and even then, that force should be used only as a last resort. “Police use force to affect civilians’ conduct. On a day-to-day basis, they do so most often by employing the least degree of force available to them, their mere presence. Cops wear uniforms and drive distinctly marked cars so that, without saying a word, they may have an effect on citizens’ behavior” (Fyfe, 38). When an officer’s presence fails to fulfill the desired conduct, the next course of action for said officer would be verbalization.
Police officers have vowed their life to protect and serve. They risk their lives every day for their communities. As the last few years have sped past us, police officers have been very aggressive with the force they use when arresting a suspect, or even people in general. According to a Texas article on Civil Liberties and Civil Rights, “police officers typically use force offensively rather than defensively and do so with at least some degree of premeditation.” (Gross,2013, page 167).
Whenever officers feel endangered, they automatically turn to their weapons. Recently, guns have been a major problem because officers feel that it is the only way they are able to defend themselves. Sometimes abusing the power of guns. Police brutality occurs because officers feel unsure of where the situation will go if they do not take a stand before problems begin to worsen. Police are already seen as the higher power.

More often than not, in police brutality or police misconduct, the abuse is more subtle than a torturing aspect. Sometimes, the officers will simply push limits and boundaries in order to recieve a statement from a witness. For decades now, the controversy over deadly force has continued to show up in the news when police officers have acted in a manner that some citizens find just while others deem completely unfair. Many lawsuits stemming from shootings and crimes have found their way to local courts or the Supreme Court to deal with this issue. A portion of the U.S. population finds deadly force unnecessary when non-lethal weapons such as pepper spray or batons just as easily subdue the criminal. In addition, these citizens argue that officers might be liable for cases filed against them if they use excess force on people that seem suspicious but have not actually committed a crime. On the other hand, the opposing argument in favor of deadly force states that
