The VHA can integrate statesmanship into its performance evaluations by endorsing a comprehensive approach. This approach must encompass both ethical and social contributions and productivity metrics, recognizing employees who adhere to the organization's ethical standards and positively impact the workplace and broader community (Melton & Meier, 2017; Downe, Cowell, & Morgan, 2012).
Statecraft
Statecraft involves the strategic management of public affairs, crucial for managing VHA's HR department and ensuring organizational effectiveness. Statecraft may include recruitment, retention, and employee development strategies aligned with the organization's mission and goals, reflecting the principle of wise stewardship as expressed in the biblical parable of the talents (Matthew 25:14-30, New International Version; Van Dooren & De Caluwé, 2012).
Conclusion
Statesmanship offers a guiding framework for ethical, visionary, and people-centric leadership within public administration. Applying this model to VHA's HR policies, strategies, and procedures can considerably bolster the organization's effectiveness and commitment to serving veterans. The basic principle of servant leadership is serving others and the community. The three principles of the servant-leadership are sharing the power, putting the needs of others first and helping people achieve their highest potential so that they may want to serve others. This creates an environment of trust, collaboration, teamwork and group improvement. Robert Greenleaf created the term, Servant Leader, and creating the idea of leading by serving with individuals and organizations. In one of his major essay’s, The Institution as Servant, Greenleaf (as cited in “What is Servant Leadership,” n.d.) expressed what was frequently called the “credo.”

The last 3 years plus in this role has given me the time to further refine my leadership style – I have embraced the opportunity to build a team within the HR structure – hiring 5 new employees to the Human Resources Business Partner role. I have enjoyed the interactive process of developing each of their unique skills, abilities, and perspectives in HR, and fostering an atmosphere of servant leadership with a “see-one, do-one” philosophy. Each HR case is unique to the person involved, so there is no one size all fits approach to the best resolution. I’ve partnered with each of my team members in the early stages of their role to have them observe and discuss HR incidents that I take lead on – encouraging them to ask questions, praising their intuition, and involving them in the decision-making process. They demonstrate the importance of integrity by taking responsibility for mistakes and promptly addressing unethical behavior.
In some cases political behavior is outside specific job requirements. Furthermore, it requires attention to use power bases. Moreover, the requirements include attempts to influence the goals, criteria or processes used making decisions. Effective communication is a key element to a codes success. During this time Ferlie, Lynn, & Pollitt (2009) note that public management began to focus on excellence and efficiency both in America and Europe. Specifically, in 1970 after “economic crises, fiscal scarcity, and weariness with liberal governance” an impetus was placed on understanding the innerworkings of public-management as compared to private management in order to run a more efficient government (Ferlie, Lynn, & Pollitt, 2009, p. 41). Even though public values have been recognized to be an important factor when making decisions in public administration, there does not seem to have been progress because there has been much to debate about public service values (Rutgers 2008, 93). Although, throughout the years, there has been attempt to resolve this through notable scholarly and literary reviews published. For example, in 1998, Montgomery Van Wart wrote his book called “Changing Public Sector Values,” with the purpose to “create a field of public administration values.” Montgomery has worked in higher education in various capacities for over 30 years. He served as the Interim Dean of the College of Business and Public Administration at California State University, San Bernardino, where he was also a longtime chair of the Department of Public Administration.

According to research by Mayer, Aquino, Greenbaum, and Kuenzi (2012), moral leaders will often practice appropriate business ethics. In turn, the leader establishes similar positive ethical attribute in all fronts of their organization, since the employees and stakeholders are prompted to follow suit. This is in line with Terris’ (2005) opinion in the book Ethics at Work. Terris commends the Lockheed-Martin program for institutionalizing functioning work ethics at the administrative level (Terris, 2005, p. 47). Furthermore, according LRN research conducted in the United States, most of the full-time workers preferred working in an ethical company, suggesting the importance of leaders and stakeholders’ ethical behavior in the organization (Dubrin, 2010).
