Jefferson gave them a mandate to negotiate up to $10 million for purchase of New Orleans and all or part of the Floridas.
Chapters nine through twelve was all about Jefferson’s experience in the jail cell and his relationship with Grant. The visits lasted an hour and were short, quiet, and very somber. Jefferson preferred a strict interpretation of the Constitution, a non centralized government, and instead leaving power to the states. He wanted to build the country on agriculture as opposed to Alexander Hamilton, his long-standing rival, on industrialization. However, going against his instincts, Jefferson was forced due to circumstances like foreign affairs, into becoming a more powerful executive, leading a more centralized government, than he might have desired.

Since the 17th century, France had owned the Louisiana territory. Spain was first in line to attempt to buy the land, but as soon as President Thomas Jefferson saw the opportunity he sent James Monroe to France. James Monroe was the French negotiator for Thomas Jefferson. James Monroe did not arrived in France with the intention of purchasing the entire territory, but French Emperor Napoleon Bonaparte offered the whole some for $15 million. President Jefferson was hesitant at first, but he realized there would be a positive outcome in the future if he purchased the territory.

Jefferson sent the envoy with ten million dollars to purchase the city of New Orleans and Florida. If France wouldn’t except that they were to purchase New Orleans alone for ten million dollars. So When the American envoy arrived in France they were presented with an offer from the French to purchase the whole Louisiana Territory for 15 million dollars.
