In the Covenant on Civil and political Rights (First Generation Rights) there are several rights mentioned but apart from the Right to life as mentioned in the Article 6 no other rights include the right to safe environment either directly or indirectly.
The Covenant on Economic, Social and Cultural Rights however provides several rights that are related to minimum necessities of human life which includes right to work, right to the enjoyment of just and favourable conditions of work, particularly, a decent living for himself and their families, right to safe and healthy working conditions, right to everyone to an adequate standard of living for himself,

The importance of safe and adequate environment is so significant for maintaining the human dignity that it has been rightly characterised as a human right. Dr. Nagendra Singh has correctly observed :
His right to live in peace in a safe and adequate environment is a right which relates to his very existence. Such a condition which goes to the very root of one’s own human existence must be categorized or designated as a fundamental right beyond doubt …’
The above mentioned lines implies that the existence of human beings are solely depended upon environment and hence environment is closely related with human rights. Environment therefore has to be conserved in order to maintain, and improve the quality of mental and physical health. The Living Environment Regents pass rate was 47% in 2010-2011. To achieve the goal, I examined the Item Analysis for the January 2012 Living Environment Regents. In summary, the students were only able to master 12 out of 85 questions.

Air pollutants and smog covering the United States in several of the country's largest cities and manufacturing cores provoked the passage of the 1970 Clean Air Act law during the peak of the environmental movement. The Clean Air act is a federal law that limits the number of pollutant emissions by establishing standards that people and companies must meet to ensure public welfare. The Act was put in place to set and meet National Ambient Air Quality Standards (NAAQS) in all 50 states before 1975 in order to eliminate health risks presented by various air pollutants. SIPs, state implemented plan, accompanied the mandate of the NAAQs.

Humankind is the only kind judged on morality, therefore, rights must be attributed to all of humankind. It doesn’t make sense to attribute rights to individuals. No rational person would consider it fair to give some individuals of the same kind rights, and then deny those rights to others. Simply put, rights must be given on the basis of what kind something is, not an individual basis. This also leads to the widely accepted concept of natural rights.

Imposition on Human Rights The modern conception of civil liberties involves a long list of individual rights which include the right to liberty and security of person, rights to property and privacy, right to a fair trial and the rights to free speech. These civil and political rights are now framed as “human rights” and are protected by numerous international treaties. Freedom of movement is also broadly recognised in international law and bills of rights. Article 13 of Universal Declaration of Human Rights provides that everyone has the right to freedom of movement and residence within borders of each state.
An example of air pollution that has become more prominent in the last few years has been acid rain. Acid rain had increased the marginal social cost on the American people through its risks of a persons health, however, most people only realize the marginal social benefits that it represents, like the goods that are made, with the rain as their product. It shows the importance of considering benefits for both current and future generations and strongly supports economic development, while it also implies when accessing environment and natural resources, human beings tend to take an anthropocentric view, that the primary goal is to satisfy human needs. With no regard for earth as a life-support system, a development will not be considered sustainable.
