The popularity of the members of Congress and Congress overall has been declining as the years pass and time changes. The dissatisfaction and disapproval of the public is so high because according to David Mayhew who wrote Congress the Electoral Connection members of Congress are single-minded people who are only focused on reelection, involve in “smart” behavior such as position taking, credit-claiming and advertisement. Also, according to Mayhew parties are weak, however, that is all not true people tend to vote more so for their party than the person in general. Arnold the writer of Logic of Congressional Outcome, states that Congress has many things to take into account such as citizen preference, robe-challenger, has to take into account …show more content…
Meaning they will do anything as long as it doesn 't threaten their principal goal which is reelection.” (Arnold, 5). Reelection is the main goal but members of Congress will do other things that are beneficial to their constituency unlike the theory that Mayhew brings up. Although, congressmen have to watch out for what they say and how they act since there will always be an opponent who will attempt to bring all those things to light to use them as an advantage and most of the time is decisions and conditions that the public hasn 't even noticed and wouldn 't at all if it wasn 't for the robo-challenger. In addition to that reasoning congressmen are extremely unpopular with the public because they have to take into consideration the input of experts, generalist and ordinary people. One would obviously take the position of the experts on the mere fact that they are experts on that topic, however, members of Congress have to take into account the category of people who will get him reelected and normally that is the ordinary citizen. So by voting on a topic based on the not so expert opinion of the ordinary citizen bills, and enacting proposals they may not bring fourth the best solution where as if they would vote on the experts opinion it would be a resourceful way to go about enacting or proposing bills in the House. Arnold has a different way to view the unpopularity of congressmen that is more understandable because I believe they have to take into account numerous amounts of situations, outcomes, and deal with many different people and many more different opinions, congressmen sometimes find themselves caught in the middle choosing between siding with the people because that mean a higher chance of reelection or
The article is written by Richard Fenno in 1978, summarizing the dilemma of congressmen in the contemporary time. The author was specifically discussing about members of the House, who always seek for reelection during his legislative career, as stated in the initial part of the paper. Fenno went on to propose the conflict in incumbent congressmen 's career: more attention for the Washington career leads to less attention for the congressmen 's home state. The Washington career required commitment to build up support within the House. However, focusing on Washington rendered the congressman homeless, or losing his home 's supportive forces.
During a GOP debate Republican Senator,Ted Cruz, attempted to use a diversionary tactic of answering a question, with a question, in order to draw attention from the real issue. In the media this sort of behavior is considered a red herring fallacy which attempts to hide weakness in a argument by not addressing the issue.
This again, all goes back to Mayhew’s theory of how members of Congress seek
Guns need to be controlled. From the mass shooting in Newton, Connecticut that killed twenty-seven people, twenty of whom were faultless children at Sandy Hook Elementary, to nine people gunned down during Bible study in Charleston, South Carolina at Emanuel African Methodist Episcopal Church, guns have proven to be an extreme political problem. In 2011, former Arizona congresswoman, Gabrielle Giffords became a victim of gun violence, along with eighteen other guiltless people. She was shot at point blank range in the head while campaigning outside of a Safeway franchise in suburban Tucson, Arizona. Lucky enough to have a second chance at life, Giffords found the motivation to tackle the law of purchasing and owning a gun.
In the aftermath of the first real wave of retiring legislators, supporters and opponents have debated on the benefits and detriments of term limits and neither side could come to a conclusion. In Maine where term limit restrictions resulted in a legislature comprised of 40% first term members resulted in the state’s budget being passed in march, the earliest in the state’s history. Supporters saw this as an example that members were working harder and were being more effective, while detractors saw the early budget as inexperienced legislators were passing proposals with inadequate understanding and scrutiny. Supporters emphasize the annual turnover increase in both chambers since the adoption of Proposition 140, as well as the significant increase in the number of members retiring voluntarily before they were 'termed-out '. Supporters are also quick to point out the increase in minority and women legislators increased as had been predicted.
So what is the moral of the story with regard to presidential and congressional elections? Well we just need to fix what information is more widely available. Of course you can tell that there is tones of information on the current presidential candidates. There is so much of this info that lately its just been silly and childish information. Maybe if they covered Congressional election and Presidential election the same then maybe there would be all this silly useless information out there about these presidential candidates.
The third component and the one I believe is lacking making a lot of the public is unhappy is responsiveness. In support of the Mayhewian view Carson and Jenkins state that congressmen must be able to fulfill the needs and provide the benefits that his/her constituents need and care about. As previously mentioned, credit claiming, position taking and advertising make up the activities that congressmen use in order to insure reelection. However, I believe the public reelects them with the hope that the job will get done and most of the time that is not the case, therefore causing the majority to be unpleased with the congressman’s performance. The fourth and final component is accountability.
a) Specialization is an element of the congressional committee system in which members of Congress are divided into specified areas of policy with the idea that the Congressmen will be experts in their specific areas. The specialization of these congressmen allows for a more efficient legislative process as Congressmen will have an advanced foundation that can therefore limit the amount of debates on bills. As a result, the congressional committee system will perform adequately. Party representation in committees is another element of the congressional committee system where a committee is leaning more towards one favorable party. This element influences the legislative process as they tend to follow legislation solely based on the favorable
Liberty Mutual creates an ad to persuade viewers to switch to their insurance. The first rhetoric technique used is pathos when Liberty Mutual says, “You totaled your brand new car. Nobody’s hurt, but there will still be pain.” People have either been in an accident and understand the emotions involved, or they have not and worry about what will happen in an accident. The emotional response is fear over the rising payments, and regret over being in an accident.
The people of the United States want their political leaders to pay attention, yet use their best judgment, knowledge and power to do so as well. Ultimately, it falls down to whoever can successful accomplish what the people seek of them. Your primary goal to remain in Congress is to fulfill all or at least most of the people’s desires. Three elements need to be done in order to ensure your re-election. One, advertising.
Woman Suffrage Women's right activist, Carrie Catt, in her speech, “Address to Congress on Women’s Suffrage”, explains how woman suffrage in inevitable. Catt’s purpose is to convince Congress that it is time for woman suffrage. She adopts a confident tone , uses direct quotations, and appeals to logos in order to convince Congress that it is time for woman suffrage. A confident tone is adopted by Catt throughout her entire speech to congress. Catt opens with “Woman suffrage is inevitable.”
A major theme in A&P is personal freedom. Throughout the story Updike uses metaphor for all elements in the story to implies the theme. At the beginning of the story, Sammy uses sarcastic tone to describe the customers as “sheep” and “houseslaves” which implies he is different from them in mindset. The way how Sammy talks about others shows his intellectual mind. He is not same as Stokesie who wants to be a manager one day.
Presenting to the 1895 Cotton States and International Exposition, Booker T. Washington delivered his most famous speech, "The Atlanta Compromise Address". In this speech Washington shares his belief that his fellow African Americans and other former slaves should make the best of what they have and to strive to excel in the positions and jobs they already occupy rather than continually fighting for. He insists that the people of the white race also do not see what they have around them. He wants the whites and blacks in south to realize that they need each other and should act in ways to coexist. To convey his belief, Washington uses rhetorical strategies such as the following: the three rhetorical appeals, allegory, and repetition.
When arguing for racial equality, James Farmer Jr. quotes St.Augustine, “An unjust law is no law at all.” He claims that just laws are meant to protect all citizens; whereas, unjust laws that discriminate Negroes are not laws to be followed, thus raising awareness of racial discrimination by using emotional and logical appeals. In The Great Debaters, Henry Lowe appeals to the audience’s emotions during a debate about Negro integration into state universities. To challenge his opponent’s claim that the South isn 't ready to integrate Negroes into universities, he affirms that if change wasn’t forcefully brought upon the South, Negroes would “still be in chains,” which is an allusion to slavery. With this point, he is able to raise awareness of
A citizen should act upon their free will or judgement without having the pressures of society around them. The House of Representatives member should worry about the diverse community values rather than the citizen. Even if they are in a specific party they do not have to vote upon what that party thinks what is
