Wednesday, February 1st, 2017 at approximately 9:40 a.m., I Detective L. Donegain made contact with Verizon Wireless and spoke to Angila in-regards to the victim’s phone still being active. I was advised the family would have to call the company to suspend the account. At approximately 10:45 a.m., I Detective L. Donegain and Detective J. Figueroa went to Motel 6 and made contact with Bals Frank (Asian, male DOB 10/06/1965 phone number 9910) 485-8122) in room 334 who, is the father of Mark Alcantar. During the conversation I obtained written consent to search Frank’s room. I searched the room and didn’t locate anything related to Blackshire’s murder. After speaking with Frank I checked the area in an attempt to locate Willie Wright. At approximately 11:19 a.m., I Detective L. Donegain made contact with Willie Wright (black, male DOB 09/09/1977) in room 335. During the conversation Wright stated he noticed a small silver vehicle parked between room 339 and 341. Wright stated he noticed the driver was a black, male with dreads which had gold tips. He also stated the male had a noise ring and a light skin female was also in the vehicle. Donegain and Detective J. Figueroa contacted the manager at the front desk. The manager advised Willie Wright had been moved from room 134 to room 115. She advised Willie Wright had stayed in the motel for a few nights after the homicide and left. She then stated he returned a few days later and paid for his room with a gift card. During the conversation the name William Floyd (white, male DOB 11/12/1993) aka Twissey came up. The manager stated she saw Floyd with a friend of his who she only knows as Riko. I was also given Floyds girlfriends name which is Alyssa Faith Melvin (white, female DOB 12/7/1996). I then looked up Melvin and located an address of 4849 Enniskillen
Mary Ann Stephens was a tourist visiting Jacksonville, Florida with her husband Mr. Stephens. According to Stephens a black male standing about 6’2” with a skinny build robbed and shot Mrs. Stephens.. The male then fled the scene with the gun and the purse of the victim. Two hours following the incident, Detective Williams whom was in the area spotted Brenton Butler sitting on a bench and approached him. He ook him into his car to go to the station for questioning.

Donegain conducted a noncustodial interview of Miguel Lonnell Manchion (black male, 6/2/1976 of 1207 Southwood Drive, Fayetteville, North Carolina 28304 (910) 364-1330). The interview was conducted at the Police Administration Building. The interview was audio and video recorded and is contained in the case file. The interview was transcribed by Speak Wright and is contained in the case file. On September 8, 2015, at approximately 12:52 PM I, Deputy Ragsdale, was contacted by Captain Tucker to call Michael Holcombe in reference to a theft. I then contacted Michael Holcombe on Wood County cell two. He told me that his daughter was renting a house at 116 Oak Street, Yantis, Texas from Margi Halfcox, suspect. Michael Holcombe told me that he let his daughter borrow his riding lawn mower. He then advised me that his daughter was moving out of that residence.
On June 18th 2016 Deputy Akins was requested by dispatch to make phone contact with Antonio Johnson regarding Nia Sockwell who had fallen on Tuesday and hit her head on a towel rack. Upon making phone contact with Antonio Johnson, Mr. Johnson explained that his cousin Nia Sockwell, had fallen and hit her head on the towel rack while at her boyfriend’s home Tuesday, June 14th, 2016. Mr. Johnson said the cousin’s boyfriend is “Al” who lives at 1304 Valentine Rd Jacksonville Arkansas. Mr. Johnson could not provide any other information on “Al”.
The owner gave a description of the individual who had rented the truck providing the name of Robert “Bob” Kling. The investigators interviewed the clerk of a local motel, the clerk stated an individual in the sketch had stayed at the motel on the night of April 18, 1995, consequently, he had signed the room registry as Timothy McVeigh rather than Robert Kling.
On October 3, 1974, at around 10:45 pm, Elton Hymon and Leslie Wright of the Memphis Police Department were responding to a “prowler on the inside” call. They made the scene and observed a woman in the house next to the intended home of the call. She was standing on her front porch pointing at the house. She advised that she had heard glass breaking and someone was breaking into the house next door. As Wright showed both officers on the scene on his radio to dispatch, Hymon went to the rear of the house.

In the Hit and Run case, there were scene photos taken of Oropeza-Quiroz. Detective Brown printed one of these photos to provide to Hicks for possible identification of “Ricky.” We again met with Hicks in the jail and showed him the photo of Oropeza-Quiroz. Hicks immediately recognized “Ricky” in the photo and said, “That’s him.” I also explained to Hicks that we were still looking at his phone and asked if I had the consent to look at his contact list to find Ricky’s phone number.
On 03/02/2017, I, Chad Agnew, was working as a patrol officer for the Wichita State University Police Department, in Wichita, Sedgwick County, Kansas. At approximately 1551 hours I was in Human Resources when I heard other officers get dispatched to Jardine Hall Room 201 for a panic alarm. I notified dispatch that I would be enroute since Human Resources in close to Jardine Hall. When I was approaching Jardine, I observed a male wearing a hat with shoulder length curly hair standing outside the front doors on the east side of Jardine. As I was entering the building, I walked past the male.
On August 24, a terrible crime occurred in our country. A young white boy noticed a young African-American male, half-submerged in the Tallahatchie River, at Pecan Point. He notified authorities and when they arrived, they concluded that the body was badly decomposed. They had also noticed a gunshot wound above the right ear, a missing left skull, a tongue swollen eight times its normal size, and an eye dangling from its socket. They had also noticed something peculiar, a ring on his finger with the initials L.T. written on it.
On 6/14/18 about 1655 I was riding partners with Sgt D. Comodeca #1790 when I responded to a domestic at 3713 NW 27TH ST. When I arrived SU Palmer, Derrick had already left the scene. I spoke to VI Pollock, Marguerite who said SU had been on her property before our arrival and had just left the area. Pollock said Palmer had been calling and leaving her voicemails since May 18th of this year.
Thursday, September 2nd, 2016 at approximately 10:21 a.m., I Detective L. Donegain obtained a DNA Search Warrant for Kenneth Shaw. I also obtained additional Warrants on Kenneth Shaw for Possession of a Firearm by a Felon and Amos Shaw for Possession of Cocaine. The Possession of Firearm by Felon was for the 12guage Shotgun which was seized from Kenneth Shaw’s apartment on Southwood Drive. The Cocaine charge for Amos Shaw was for the cocaine seized from the driver’s side door of the vehicle that he drove to the Hospital on the night of the shooting.
On 03/30/2018 at 2317, I responded to a possible disturbance at 1410 E 20th Street, Sanford FL in reference to a possible disturbance. Upon my arrival I made contact with Lacey Williams (CJIS adult) who provided a verbal statement. At 03/30/2018 at approximately 2300 hours, there was an altercation between Williams and a black male known to her as Richie. Williams stated that Richie would come over to drink and hang out, due to that he cannot do that at his grandmothers residence.
- Darrell Hinton stated they were outside for about 45 minutes prior to go back to towards his place. - Darrell Hinton stated he was given a shotgun by the guy he did not know and the guy wanted him to carry the gun. - Darrell Hinton stated he was carrying the gun to his apartment for Derrick Robinson. - Darrell Hinton stated as they walked towards his house he noticed four guys come from behind the building.
