President Andrew Johnson was being laid back about Reconstruction policies which made southerners turned to the civilian government in 1865 and 1866. The Union winning the war resulted in rebellion from the South because slavery was the reason for the south making money. Southern states were forced to put an end to Slavery because of the 13th Amendment. They also had to swear loyalty to the Union and pay off their war debt. Mississippi and South Carolina were the first states to have Black Codes or Jim Crow Laws. The law in Mississippi said that black people have to have written evidence of employment each year and banned black people from keeping a job other than a farmer or servant unless they get paid a year round tax.
