Johns and her people getting out of the office frequently to look at things personally. This is true of both important and mundane issues. I also involve my team members so they see the whole picture and take ownership in resolving issues. The Galaxy Way street project is but one example of this. I took the City Assessor and Community Development Director out of the office in my personal vehicle to look at the project and deepen their understanding of this important issue. Also, on the way back to the office, I stopped by a resident’s home to look at a complaint I received regarding a plastic bag that had wrapped around a utility wire. I investigated the plastic bag complaint and then reported the problem to a Consumers Edison employee. The plastic bag and Galaxy Way have both since come to a

Public administration, the art of turning big policy ideas into solid results, ranks among the very oldest of intellectual disciplines. As long as people have been documenting history, they have been writing about administration and governance. This can be traced all the way back to the first five books of the Bible; covering the study of organization, rule making, and bureaucratization to ensure that the Israelites walked in God’s ways. Also, Caesar’s commentary on the Gallic wars covers the administrative and political challenges he faced in subduing the Gauls and conquering Britain. It is common to see either a council- manager or mayor-council government in populated cities. Generally, these two commonly used forms of government greatly differ in terms of structure. The mayor-council government is commonly used in large cities New York and Chicago and certain of the Mid-Atlantic and Midwest. The council- manager government is common among in southwest cities such Phoenix, San Antonio, and Las Vegas. Cities usually have a population size of ten thousand or more commonly use the council- manager form of government (NLC.org, 2017).

The mayor also sets policy regarding the new services people require and regarding how to address issues of concern to the citizenry. As elected representatives, the mayor’s and council members’ experience stems from their active participation in their setting through various associations and other civic
City managers are responsible for overseeing the day-to-day operations of the city and managing its budget, staff, and resources. City managers work with city council members to develop policies that promote economic growth, improve public safety, and provide quality services to residents. They also work to ensure that policies are implemented effectively and efficiently by city staff.

Those are planning, organizing, staffing, directing and controlling (Koontz and O’Donnell, 1976). Notwithstanding that some theorists, such as Richard Steers (1985) and Mason Carpenter (2009), highlight only four of those, planning is always considered to be the first and main function of management. It is an activity that involves choosing a strategy to accomplish the objectives of the organization, using the resources effectively and efficiently (Olum, 2004). To make a good plan, a manager should follow the essential steps of planning, which are setting goals, identifying the threats and opportunities of the organization, developing a plan for achieving the goals, and finally evaluating it and reviewing (Gamache, 2008; Duncan,
