Each agency serves a different purpose, but the basic principle behind all of them is to provide support and information to the Legislature in a nonpartisan and unbiased manner. The agencies that support the legislature include the Legislative Reference Bureau, Legislative Technology Services Bureau, Legislative Council, Legislative Fiscal Bureau, and the Legislative Audit Bureau. Each of these five bureaus serves a vital role in maintaining and supporting the State Legislature.
A filibuster is a tactic in the legislative process sometimes used in the US Senate by opponents of a bill to block its passage. In the Senate use their unique right to unlimited debate as a way to prevent or delay the Senate from ever voting on a bill. Senator’s work together can practically debate forever, tying up the legislative agenda until the proponents of a bill finally give up their battle. Filibusters are not allowed in the House of Representatives because House rules limit the time allowed for debate on bills. In 2013 because of Democratic frustration about filibusters of judicial and executive branch nominees the filibuster’s rules changed.

They are professionals who work to promote or oppose legislation and policies on behalf of their clients. They use their expertise and experience to educate elected officials and policymakers on the impact of proposed laws on their client's interests. Lobbyists in Texas are required to register with the Texas Ethics Commission and file reports on their activities, including the amount of money they spend on lobbying efforts. This helps to ensure transparency in the lobbying process and prevent undue influence by special interests.
Political Parties serve a crucial role in congressional campaigns, especially for candidate recruitment. One significant role political parties serve is the state law of redistricting, “Because the composition of House districts can make the difference between winning and losing, the two major parties and individual politicians, particularly incumbents, often fight fierce battles in state legislatures over the alignment of districts.” (Smith, et al., 2007). Similar to my previous discussion, the congressional district map is crucial to the success of political parties and gerrymandering is just apart of the nature of political parties. In order for political parties to completely reap the benefits of their constituents, they must draw a map that serves their best interest.

In today’s government, there are two groups that can influence the way people vote for candidates in political races. They are known as a Super Pac and 501c4. Super Pacs are committees that became significant in 2010 after the court decision in the SpeechNow.org v. Federal Election Commission (Super Pacs). A 501c4 is referred as “social welfare” groups. Their primary focus is to promote social welfare causes (Sullivan).
I think that before reading this book, I did not see lobbyists in a very positive light just because it’s always something that I have associated with deceit. Yet, the way that they are portrayed in the book was the opposite of what I thought they were. Rosenthal discusses how lobbyists have to be honest because senators do utilize them as a source of information and the lobbyists do want to have a positive relationship with the senators. I think that the relationship between the lobbyists and the senators is what stuck out the most to me. I also thought it was interesting that the book went in depth not only about the basic function of a bicameral legislature, but also about what senators need to think about and how they make decisions.
Over the last few decades, the United States Congress has debated numerous campaign finance reforms. Debated proposals have included limiting independent expenditures, raising limits on individual contributions, banning all private campaign contributions, and creating a public financing campaign system. In many of the debates, compelling arguments exist for both the proponents and the opponents. Generally, arguments are predicated upon constitutional concepts, Supreme Court rulings, standard policy, logic and reason, and personal perspectives.
While choosing electing official with common values and philosophies is a great way to get representation on social issues, interest groups are also helpful in keeping an open line of communication with elected officials on what is most important to the affected group. Interest groups use tactics to protect policies by focusing on the unknown consequences and keeping close relationships with government officials whose values are similar (Baumgartner, Jeffery, & Hojnacki (2009). One interest group who has knowledgeable lobbyists to affect public policy is the National Rifle Association (NRA). The NRA is a single issue group who advocates their position by using both the direct and indirect approach to rally support on issues in Congress.

Congress is the voice of the people, but in a larger scale. Congress has the power to apply taxes and collect them too. They also have to the power to manage the money flow, organize the trade and sales of big items in the states, making rules for the country, allowed to declare war and the last one is, to build up funds to take care of the military.
For an example, if there is a community that has a plant near their neighborhood and they are polluting their water supply. Homeowners will notice that their water supply are polluted with the plant’s chemical. They will most likely take this up with their elected officials. Then congress gets an issue that a plant is polluting into a water supply and the people would like this business to fix this problem. Now congress has to decide if they should or should not regulate
Democracy is a system of government in which the power to govern is vested on the citizens. In such states that have adapted democratic government, political participation is the hallmark of citizens' right and ability to exercise their power. The definition of political participation, as with all concepts of social sciences, is subject to debate since most social science concepts are subject to the changing norms of society and government. Thus, this paper defines political participation as a social phenomenon that takes on different forms which is used by citizens to influence government policies and politics.
