On August 3rd, 2015, at or about 1817 hours, I was dispatched to 1700 North Federal Highway, Hollywood Florida, in reference to assisting Officer Baluja (CCN 3432) to a suspicious incident. Upon arrival both officers made contact with Loukeesha Mckenzie, herein after reffered to as the arrestee. The arrestee believed that her 2 children were hit by a white vehicle which was located in the back alley of the Kenwood Lodge (above location). While conversing with the arrestee, she then changed her story stating that she believed that her children were actually in the back of box truck. I observed Officer Baluja check for the arresstees children; which yielded negative results. While conducting our investigation, Officer Baluja asked the arrestee if she was lodging at the Kenwood Lodge, which she replied yes and stated room #103. As I entered the room Immediately saw the arrestee walk in fast pace towards the east side of the room. While observing the arrestee moving towards that area, I noticed that there was a small table, which had 3 yellow baggies containing a white powdery substance on top of it in plain view. I observe the arrestee attempting to conceal these baggies by grabbing them and attempting to place behind her back. I then alerted Officer Baluja of what the arrestee was doing. At this point Officer Baluja and I advised the arrestee she would be place in handcuffs pending further investigation of the powdery substance. The arrest ee began to aggressively resist Officer Baluja and myself by tensing and pulling her arms away from us. Officer Baluja and myself finally were able to gain control of the arrestee. While on station after transporting Deadrick Allen, this officer (Ofc. J. Jaques #64) was told by Det Sgt. Sibley #42 to place Allen into cell #3. While in the process of searching Allen 's person before placing him into the cell I located a small ziplock style baggy filled with a green and brown plantlike substance in his front right small front pocket. After removing the baggy Allen began being uncooperative.
Stark noticed the Officer Safety issue with interviewing the Victim in front of the door, and asked him to move to the side away from the flow of pedestrian traffic. Stark spoke with the Officer that had responded prior to our arrival and got the information that the Officer had already obtained. Stark re-interviewed the Victim, and come to the conclusion that the crime elements of PC211 were not met. I asked Stark what he believed the crime was, he stated PC 484 - petty theft. Stark gave the Victim a business card with the report number.
Defendant was pick up nearby within a short period of time after the incident. Defendant is a black male, 33 years old, 5 feet, 8 inches tall, and was wearing shorts and carrying a red and blue striped shirt. The victim was driven to the location to see the defendant, who was standing with police officers, still shirtless, with his hands cuffed behind his back. P alleges false arrest for 3 different incident. First incident (2/2/2007) – P allege that he was inside his friend, Mel Herman’s apartment when MOS entered the apartment and arrested everyone. P alleges that MOS threaten to have a German Shepherd bite P, pushed and stepped on P. P alleges that P was strip searched at the apartment. MOS Sgt. Urena stated that MOS were executing at search warrant which was obtained by Det.
Dominic T. Hicks, DOB 05/01/77 is a known Registered Sex Offender that lives in Unit 6 and was a possible match to the suspect description given by the victim. On 06/24/15, I conducted registered sex offender address verification checks and contacted Hicks at 109 Lake St. S. #6 which is his registered address. At about 0900 hours, Cpl. Crocker and Detective Lansing contacted Wehrman at the hospital.
Officer Perez reports being dispatched to a disturbance at 11 Langton. Perez arrived on scene and met with Ann Mcelroy that stated she lost her phone and found that 2 kids had possession of the phone and was able to get the phone returned to her. Mcelroy stated she wanted to make a report of her phones information had been erased and was concerned of any personal information that was possibly had been taking prior to her getting her phone back. Perez had Mcelroy complete a witness statement form.
Obstruction and Resisting Arrest On 10/26/2015 around 2230 hours, I, Sgt. Samuel Mendoza, was working in the Las Vegas Metropolitan Jail when we received a call that a deputy was bringing in a combative male. I went to the jail entrance to wait on the deputy. When the deputy arrived with the male subject, I opened the left rear passenger side door of the patrol car and began to talk with him.
Because Amanda pushed Kalvin and ripped his jacket by grabbing hold of it, there was probable cause to arrest Amanda for RCW 9A.36.041 DV Assault 4th Degree. I advised Amanda she was under arrest and Officer Michels placed her into handcuffs. I advised Amanda of her Constitutional Rights from my pre-printed Miranda card. I asked Amanda if she understood her rights and she stated "yes". While arresting Amanda, she stated she needed belongings from inside, such as a coat and her driver's license, to go to jail with her.
On 07/01/17, at 3:21pm, I Deputy Warden N. Christian was dispatched to Kids Kingdom Childcare and Learning Center (970 Oakland Park Ave), on a dog at large, no known owner. I arrived at the location and met with complainant Latanya Cox and victim Jamaal Cox Jr. Ms. Cox stated that she sent her grandson outside to retrieve something from her vehicle. When her grandson returned, he stated that a brown and white pit bull was outside growled and approached him. He was able to get inside before the pit bull caused any harm. Ms. Cox escorted me outside where she point out a white house just behind the childcare center.
Therefore it was important to further interrogation their suspicious action. Also for his own protection, the officer had the right to conduct a pat-down of the outer garment of these men. Because, Officer had reasonable cause to believe they might have weapons. The court said that conducting a frisk was the essential performance of the officer’s investigative duty. Several hours later more officers arrived and with a piece of paper they said was a warrant, after she did not come to the door the officers broke down several doors, entered the home and were confronted by Ms. Mapp. She was handcuffed after she took their “warrant” and put it in her dress. Court transcripts states, “The search spread to the rest of the second floor including the child's bedroom, the living room, the kitchen and a dinette. The basement of the building and a trunk found therein were also searched. The obscene materials for possession of which she was ultimately convicted were discovered in the course of that widespread search” ("USSC case Mapp v. Ohio").

At 2:40 a.m. local Sunnyvale Police Officer James Rand stopped a vehicle that had a burnt out headlight and license plate light. When Officer Rand approached the vehicle he found that the individuals Joe Alcala, Bustamonte, and Joe Gonzales were in the front seat. In the rear of the vehicle Officer Rand saw three older gentlemen, Officer Rand then asked the driver if he had identification and the driver (Gonzales) did not have any. Rand then asked the other individuals in the car and only Alcala had a valid license, after producing his license Alcala told the officer that the car was his brothers.
MOS had called for backup. A few minutes later, MOS located Mr. Wilson’s vehicle however Mr. Wilson and P were not inside the vehicle. Then, an individual informed MOS that P was sitting at the individual’s steps. MOS approached P and P fought MOS and refused to be handcuffed. P was yelling, screaming and attempted to kick out a window in the RMP.
