Introduction Prior to the mid-1960 virtually all mental health treatment was provided on an inpatient basis in hospitals and institutions. The Community Mental Health Act of 1963 was established with its primary focus on deinstitutionalizing mentally ill patients, and shutting down asylums in favor of community mental health centers. It was a major policy shift in mental health treatment that allowed patients to go home and live independently while receiving treatment, (Pollack & Feldman, 2003). As a result of the Act, there was a shift of mentally ill persons in custodial care in state institutions to an increase of the mentally ill receiving prosecutions in criminal courts.

In the 1930’s having mental problems was seen as being unbright. People back then did not understand what being mentally challenged was they would treat them like any other person which would make it hard on the person who had the challenges. My understanding of Human Services is to help people who need additional help and guidence to move forward with their life. Sometimes people need help with external problems such as the loss of a job, the need for food or housing or for help getting out of a dangerous situation or mental and physical health crisis. The Human Services practitioner is a professional who acts as an agent to assist and or empower individulas, groups, families and communities to help them function more effectivly in all areas of life and improve living condition. Human Service professional will always advocate for their clients and will never give up on them and make sure to strive for the clients well being as long as the client want to change.

Once Marin Luther King expressed, “Our social welfare system is so much more than just charity. Everyone must help, whether you are rich or poor. Everyone must have the belief that there’s always someone in a much worse situation than I am, and this person I want to help as a comrade”. Martin Luther King’s statement holds true that social welfare and health care should be the act of providing something for someone who does not have it. However, the modern debate with regards to social welfare and health care is that who should be providing the means.
