Congenital heart disease is a problem with the structure of the heart. It is present at birth. Congenital heart defects are the most common type of birth defect. The defects can involve the walls of the heart, the valves of the heart, and the arteries and the veins near the heart. They can disrupt the normal flow of blood through the heart. The blood flow can slow down, go in the wrong direction or to the wrong place, or be blocked completely. The sign and symptoms of severe defects in newborns include: rapid breathing, cyanosis (bluish tint to the skin, lips, and fingernails), fatigue and poor blood circulation. Although, many congenital heart defects have few to no signs and symptoms, they are not diagnosed until the child is older. Many don’t need treatment but some do. Treatments include: medicine, catheter procedures, surgery, and heart transplants. However, treatment depends on the defect, severity, age, size, and overall general health. To be pardoned as not guilty by reason of insanity, the defendant must be able to prove that they were not able to distinguish right from wrong or acted on uncontrollable impulsive behavior at the moment they committed the crime, and therefore should not be held responsible for their actions. In the stories The Tell-Tale Heart and The Black Cat, both narrators realize their acts were wrong, but they did them anyway by rationalizing that they were driven by circumstance. The Tell-Tale Heart is about a mad man who truly believes he is not crazy by telling us the whole story. He deeply loves his roomate but his blind eye became a nusiance to him and he couldn’t stand it no more and he had to do something about it. He ended up killing him so perfectly no one whould know, but the guilt ate him up and he amited he had done the deed to the police. Similarly, The Black Cat is about another insane man who drowns his sorrows with achocl and is so confident with himeself.

Although there are a multitude of reasons as to why he is insane, one of the most prominent reasons is because the narrator is entirely incapable of telling right from wrong. From the beginning of the story, the narrator explains that his motive behind killing the old man is because he is haunted by the old man’s vulture-like eye. Essentially, the narrator justifies killing the old man by putting the blame onto the harrowing eyeball.
